Manuel is a transit planner and mobility specialist with extensive experience in design, planning and implementation of projects and programs that increase multi-modal mobility and reduce the use of single-occupant vehicles. Manuel has wide-ranging experience in transit service planning and operations, transportation demand management plans and programs, curb management and street design. Manuel has led development of master plans, feasibility studies, market demand and operational analyses, and performance assessments. He has worked on the implementation of all types of transit service from Bus Rapid Transit to shuttles to microtransit for large urban transit systems and small rural agencies, and on the design of parking, shuttle, and mobility programs for major employers, hospital and university campuses, mixed-used developments, and downtown districts.

Some of Manuel’s most notable projects include planning and implementation of Microsoft Corporation’s commuter bus system for employees (comprising more than 20 routes in the Seattle region), and the Los Angeles Metro Rapid Bus program (which included more than 20 urban corridors in Los Angeles County).

In his free time, Manuel enjoys playing soccer, hiking and mountain biking, spending time with his wife and two sons, and watching them play soccer at tournaments throughout Washington State.
