Rae-Leigh Stark, AICP

Project Planner

Rae-Leigh Stark is a Project Planner in Toole Design’s Portland office. She has expertise in bike share planning and implementation, bike and pedestrian planning, transportation demand management, and public engagement, in both the public and non-profit sectors. As the forefront of the planning process and an essential component of her work, Rae-Leigh is dedicated to inclusive, high-quality community and stakeholder engagement. Her projects include Fourth Plain Forward Pedestrian Safety and Implementation Plan, Vancouver, WA Complete Streets Policy, the City of Eugene’s Street Design Guide, and the Alamo Area Bike Share Master Plan. She holds a master’s degree in urban and regional planning from Portland State University and a bachelor’s in urban planning from the University of Cincinnati.

Rae-Leigh spends her time bike touring, climbing, and traveling. Her favorite adventure has been a cross-country bike ride with the organization Bike & Build in order to raise funding and awareness for affordable housing.
