Principal Planner

Carl is a passionate and experienced urban planning and development professional with over 20 years of expertise. He has led and contributed to innovative initiatives for municipal, regional, and state governments, as well as private consulting firms. As Principal Planner, his focus is on building strong client relationships, mentoring team members, and spearheading transformative projects that drive positive change in communities.

Specializing in the intersection of land use and transportation mobility, Carl develops project solutions that prioritize safety for vulnerable users. With a holistic perspective, he uses economic analysis, explores practical technologies, and applies ecological approaches to enhance places and their connections. His expertise spans multimodal regional, local, and downtown plans; comprehensive city planning; corridor studies; recreational and commuter trails; active transportation plans; and new mobility initiatives such as shared and electric vehicles. He also has experience in curbside management, Complete Streets, and access-to-transit projects. Additionally, Carl incorporates climate adaptation strategies and sustainability into transportation planning.

When he’s not working to create safer, more vibrant places, Carl enjoys hiking, biking, spending time on the water at home in Maine, or in some remote land.
