Toole Design Group is pleased to announce that Eric Mongelli, P.E., Roswell Eldridge, Nick Jackson, and William Schultheiss, P.E. have been named as partners of the firm. Along with the firm’s President, Jennifer Toole, these four new partners will guide the company as it expands into new markets throughout the U.S.

Eric Mongelli, P.E., Executive Vice President
Director of Engineering
Eric began his career as junior designer at a large engineering firm, and moved up through the ranks to become a project manager for major transportation projects throughout the mid Atlantic region. He joined Toole Design Group in 2005 to focus on multimodal projects, and has since built a thriving design division, recently expanding our services to include Complete Streets traffic engineering. Eric will serve as the company’s Executive Vice President, and will ensure the quality of engineering deliverables, and oversee the expansion of the firm’s engineering services in each of our branch offices.
Roswell “RJ” Eldridge, Vice President
Director of Planning
RJ joined the firm in 2007 and has served in a pivotal role expanding the firm’s planning services throughout the Washington, DC region, as well as in markets throughout the U.S. RJ’s work includes national research studies for the Federal Highway Administration, strategic planning for state DOTs, and a wide variety of multimodal plans, including bicycle, pedestrian, Complete Streets, Safe Routes to School, and transit integration. In addition to overseeing the company’s Planning division, RJ will be involved in strategic marketing and support for the Toole Design Group’s existing five offices, as well as the firm’s expansion in new markets.
Nick Jackson, Vice President
Northeast Regional Office Director
Nick joined TDG in 2008 and opened our first branch office in Boston, MA. He quickly established the firm as a leading expert in non-motorized transportation planning and design in New England, and has since grown the office to staff of over twelve engineers, planners and landscape architects. Nick is highly regarded for his work on high profile projects ranging from policy and design guides to multimodal master plans and Complete Streets engineering projects.
Nick will continue to oversee the firm’s expansion in the New England region, and will assist with overall strategic direction and mentorship of new office managers.
Bill Schultheiss, P.E., Vice President
Senior Engineer
Bill has been with Toole Design Group for over a decade. He is recognized as one of the nation’s leading experts on non-motorized travel, traffic calming, and Complete Streets design. At the national level, he is an accomplished Complete Streets and Safe Routes to School trainer and is a member of the National Committee on Uniform Traffic Control Devices’ Bicycle Technical Committee. Bill served as the lead engineer for Toole Design Group’s bicycle master planning and Complete Street design projects in Baltimore, Boston, Charlotte, Cincinnati, Denver, Dallas, Minneapolis, St. Louis, Washington, DC, Philadelphia, and Seattle. Bill will continue to lead the firm’s design efforts on challenging projects throughout the U.S., developing new and innovative ways to improve the safety and mobility of pedestrians and bicyclists.
