Carl is a Principal Planner with over 20 years of experience contributing to innovative initiatives for municipal, regional, and state governments and private consulting firms. At Toole Design, he focuses on building strong client relationships, mentoring team members, and spearheading transformative projects that prioritize safety for vulnerable users and drive positive change in communities.

Carl specializes in the intersection of land use and transportation mobility. With a holistic perspective, he uses economic analysis, explores practical technologies, and incorporates climate adaptation strategies and sustainability to enhance places and their connections. His expertise spans multimodal regional, local, and downtown plans; comprehensive city planning; corridor studies; recreational and commuter trails; active transportation plans; and new mobility initiatives. He also has experience in curbside management, Complete Streets, and access-to-transit projects.

When he’s not working to create safer, more vibrant places, Carl can be found hiking, biking, spending time on the water at home in Maine, or in some remote land.
