Roger Pelayo
Los Angeles Office Director
Roger is the director of Toole Design’s Los Angeles office. He is a planner who specializes in sustainable transportation and its relationship to urban form, inclusive of pedestrian/bicyclist behavior and access to schools and transit. His experience in multimodal projects has shaped his focus on the meaningful integration of community outreach and consensus building into the planning process. His technical strengths include leading various transportation planning studies that includes Safe Routes to School and active transportation plans; traffic impact studies and benefit-cost analysis for prioritization of capital projects; tactical urbanism demonstration projects; First/Last Mile and Complete Streets projects; circulation elements for general plans, community plans; and mobility studies at neighborhood and community scales.
He leads a multi-disciplinary team in Southern California that specializes in public space activation, placemaking, and new mobility policy and implementation, multimodal planning and design, public engagement with Spanish-language communities, Complete Streets, roadway design, and temporary demonstration projects.
Outside of the office, Roger enjoys cooking, running, cycling, playing and coaching soccer, and exploring new places with his wife and son.
