Roswell Eldridge

RJ Eldridge is Toole Design’s Chief Operating Officer and Executive Vice President. With a master’s degree in community planning and over 20 years of experience on projects throughout the United States, RJ is a recognized national leader in multimodal transportation. RJ’s background as a form-based code writer gives him a keen understanding of the interplay between transportation and land use, and of the fundamental importance of the public process. He is an adept project manager and problem solver with experience directing large, multi-disciplined teams. RJ’s work includes national research studies for the Federal Highway Administration, strategic planning for state DOTs seeking to build multimodal transportation networks, and a wide variety of local bicycle and pedestrian planning projects.
RJ understands planning issues not only as a professional planner, but also as an elected official in his hometown of Cheverly, Maryland, where he is the Vice Mayor and liaison to the Planning Board.
