“Edmonton: Where biking is inviting for people of all ages and abilities, for all reasons, in all seasons.” This was the vision when we got to work on the Edmonton Bike Plan. Our goal was to make it happen by leaning on public and stakeholder engagement to ensure the Plan embodied four of the City of Edmonton’s core values: Fun & Functional, Equitable, Urban Vibrancy, and Culture Shifting.

Toole Design developed the Bike Plan in collaboration with staff from across City departments and partner agencies. Our team completed spatial analysis that included demographics mapping and equity analysis, mobility and safety analyses, Level of Traffic Stress Analysis, Bicycle Network Analysis, and Bicycle Trip Potential Analysis. Combining this quantitative analysis with public engagement—including input gathered with an online WikiMap tool—led to a long-term bicycle network and culture-supporting programs that provides connections to destinations across the city and addresses missing links and deficient infrastructure.

We also helped the City of Edmonton develop an Implementation Strategy that supplements the Bike Plan. The Implementation Strategy leans on existing programs to make the recommendations a reality in a winter-city climate and support the broader City Council vision and objectives for health, climate resilience, urban livability, and regional economic prosperity.
