Project Summary

Fourth Plain Boulevard is a five-lane arterial road that cuts through the heart of the most diverse neighborhood in Vancouver, WA. The City selected Toole Design to develop a pedestrian action plan to addresses mobility, safety, and comfort for people of all ages and abilities. Using our unique, GIS network-based approach to data analysis, we examined conditions for a range of users, including school children, active seniors, and people with disabilities. After reviewing the results, we recommended nine new pedestrian connections, and numerous improvements to segments, intersections, and lighting throughout the corridor. The City is pursuing funding for several high-priority connections and has adopted a Complete Streets policy to ensure transportation projects routinely address mobility needs in the future.
