Project Summary

Toole Design assessed the existing level of parking at the Lloyd Center Mall in inner east Portland to determine whether it is sufficient to accommodate the redevelopment of the site to include office, retail, and entertainment land uses. Our assessment considered the location of the Lloyd Center and the prevalence of transit, rideshare, active transportation, and other mobility options to access the site.

Based on these factors, we recommended the removal of 274 parking spaces for redevelopment. The remaining spaces would still accommodate expected future peak parking demands.

Removing unused parking spaces increases traffic equity by cutting congestion and making access to the Lloyd Center safer for people walking, biking, and taking transit.
