Bill Schultheiss, PE

Bill is Toole Design’s Director of Design and Engineering, overseeing the firm’s engineering, landscape architecture, and urban design practices. An expert in transportation system safety, roadway design, and multimodal facility design, he has led the retrofit of over 300 miles of streets, transforming them from car-centric corridors into safe, context-sensitive multimodal streets.

With a talent for identifying and communicating engineering solutions that gain agency and community support, Bill has been a key contributor to industry standards. For 15 years, he served on the Bicycle Technical Committee of the National Committee on Uniform Traffic Control Devices (NCUTCD), shaping MUTCD guidance, and is frequently called as an expert witness in transportation cases. His contributions to foundational industry guidance, including AASHTO’s pedestrian, bicycle, and roadway design guides, earned him the 2024 APBP Private Sector Professional of the Year award for modernizing design practices.

Bill is also an experienced project manager of complex efforts. As Project Manager of the 2024 AASHTO Bike Guide, he led content development, research evaluation, and coordination among the NCHRP panel and AASHTO engineering community to ensure technical accuracy and consensus. His strength in guiding technical discussions and building agreement has been instrumental in advancing clear, practical design guidance.

Bill enjoys woodworking, ice hockey, and model railroading in his spare time.
