Project Summary

Toole Design assisted in the completion of a Comprehensive Operations Analysis (COA) of the Spartanburg Area Regional Transit Agency (SPARTA) bus system. The COA included system changes, route refinement, bus stop adjustments, and schedule, ridership, and funding evaluations.

We performed the first- and last-mile analysis for route and stop locations both at origins and destinations. This included evaluating the suitability of walking and biking between bus stops and residential areas, educational institutions, shopping centers, employment opportunities, and social services. We developed capital and policy recommendations to improve the first- and last-mile experience.

We developed four pop-up engagement opportunities to solicit input from current and potential transit users. Using quick interactive activities, we hosted pop-ups at the transit center, a soup kitchen, a regional shopping destination, and a social services location.
