Port Covington Transportation Master Plan

Project Summary
Toole Design created a transportation plan for a massive 260-acre brownfield development along Baltimore’s waterfront. We were charged with an ambitious goal: get 50% of users to the site without driving, significantly above the citywide average of 16%. To help make this vision a reality, we worked with local and regional partners to develop a complete transportation system that works equally well for walking, biking, transit and drivers. It includes innovative flush or curb-less streets, enhanced transit access, multi-use trails, and a bicycle network with protected intersections and separated bike lanes. We provided guidance on safe street design and assisted the developer with City approvals needed to create this essential element of a world-class development.
